Illustrator / Photoshop
Can use to design garments and play around with colours and effects
You can create really interesting repeats on Photoshop which could then be printed on to fabric, either as the main fabric or the lining
Illustrator is great for creating technical flats as it is vector based, whereas Photoshop is pixel based and therefore better for creating fluid designs
Lots of online classes and tutorials on how to use the various tools in Photoshop and Illustrator to create different effects in fashion designs

Adobe sketch is a great, free app (if you have a creative cloud subscription) for iPhone or iPad where you can use your finger or a stylus to draw and colour using different pen tools and brush strokes, then upload to creative cloud and open in most Adobe software, similar to (and cheaper than) a drawing tablet
